Among 274 field studies able to observe organizational change, 176 (64%) report no change to a work-system lever. Seven studies measure realized organizational value. These are findings about the reviewed literature, not the proportion of all organizations failing to adopt AI. Evidence is strongest in software engineering; transfer to other engineering disciplines requires caution. Research propositions are not established causal findings.
